It is easy to get a photo for the Work Permit (passport or visa) in Samui in several spots. I know two. Not far from Fisherman Village at Good Photo and at the Lamai Kodak Photo Shop.

The short answer is: "No". However, I must go to some details here, since I'm getting asked it A LOT.
